[Biblemat] A Question

Dear brethren:
 
Who among you wants to comment on the statement, found in 1 Timothy 1:20, ".
.whom I have turned over to Satan, So that they may learn not to blaspheme?"
Can this be used to speak of somone who has been withdrawn from by the local
congregation?   What does the phrase (turned over to Satan) actually mean? 
May we do the same today?
