[Biblemat] Deacons without elders?

Dear Randy,
 
    Since a fully and scripturally organized congregation is listed as one
with elders, deacons and saints, Philippians 1:1 and since the pattern calls
for "elders in every church" Acts 14:23; Titus 1:5, when men are found to
have been qualified by the Holy Spirit, Acts 20:28, and since the only
function of deacons is what they are assigned to do by the overseers
(elders) as per (Acts 6:1-6) under the oversight of the apostles, why would
a local church wish to have deacons without elders I wonder?  Too, there is
the danger that such "deacons" would then assume decision making
prerogatives or become as it were "acting elders" in such a situation.  It
seems to me to be a bad idea!  That's my studied conclusion and opinion.
